The market sees a 34% chance of Russia capturing a specific train station in Kozacha Lopan by year-end, with recent odds rising amid reports of infiltration attempts and high frontline clashes, but Ukraine's successful clearance and incoming advanced jets provide a counterweight.
What's driving it
- • Ukrainian forces cleared enemy infiltration near Kozacha Lopan on July 17 (Межа, Jul 17), indicating ongoing Russian attempts but also Ukrainian success.
- • The overall frontline recorded 183 clashes on July 19 (Межа, Jul 19), suggesting high intensity that could increase risk of Russian gains.
- • US strikes on Iranian targets on July 17 (Межа, Jul 17) may shift international focus, but direct impact on Kharkiv is unclear.
The case for YES
- • Russian forces have repeatedly attempted infiltration near Kozacha Lopan (June 29, July 17), showing sustained interest in the area.
- • The high number of daily clashes (183 on July 19) indicates Russian pressure that could eventually lead to a breakthrough.
- • The US strike on Iran could distract US military resources and attention away from Ukraine, potentially weakening Ukrainian defenses.
The case for NO
- • Ukrainian troops successfully cleared the infiltration near Kozacha Lopan on July 17, demonstrating effective defense.
- • Ukraine is receiving new French and Swedish jets (EUobserver, Jul 17) that will enhance air defense and ground support, making a Russian capture less likely.
- • Ukraine previously rejected Russian claims of occupying border villages (Ukrainska Pravda, May 27), showing they maintain control.
What to watch
- • A confirmed Russian offensive buildup in Kharkiv Oblast (e.g., troop concentrations) would increase Yes odds.
- • Operational deployment of new Western fighter jets to Ukraine (likely within months) would decrease Yes odds.
- • A major Ukrainian counteroffensive in the area would decrease Yes odds.

Resolution criteria
This market will resolve to “Yes” if, according to the ISW map, Russia captures the railroad station (50.335310° N, 36.195107° E) located in Kozacha Lopan, Kharkiv Oblast, by the specified date, 11:59 PM ET. The train station will be considered captured if any part of the icon is shaded red on the ISW map (https://storymaps.arcgis.com/stories/36a7f6a6f5a9448496de641cf64bd375) by the resolution date. If the area is not shaded red by the specified date, the market will resolve to “No”. For any change on the ISW map to qualify for this market’s resolution, the relevant shading indicating Russian control must persist through the next full ISW daily update cycle. If ISW skips a day, shading must persist until the next finalized ISW update is published, regardless of the date. Any continuous shading which reflects either “Assessed Russian Control”, “Assessed Russian Advance In Ukraine”, or “Assessed Russian Gains in the Past 24 Hours” will qualify. “Assessed Russian Infiltration Areas in Ukraine” will not qualify. If Russia comes into control of this territory as a result of a negotiated settlement, this will qualify for a 'Yes' resolution, regardless of whether it is shaded red in the ISW map. An announcement of a negotiated settlement that gives Russia de jure control will not qualify. Actual control must be established. Once Russia captures the railroad station, any subsequent loss of control will not be considered towards the resolution of this market.
